Glossary on the Slovakia ADC system
The following glossary describes the national architectural design competition system in selected terms. Rather than considering every detail of the procedural practice, the glossary aims at conveying country specific characteristics and peculiarities.
anonymita
Definícia
Pojem anonymita sa vzťahuje na stav, kedy je identita účastníka súťaže a autorov súťažného návrhu skrytá a zámerne zatajená. Či sa jedná o anonymnú súťaž, je uvedené v súťažných podmienkach. Súťažné podmienky špecifikujú aj opatrenia, ktoré musí účastník dodržať za účelom zachovania anonymity návrhov pri ich hodnotení porotou.
Opis aplikovanej praxe / Lokálny kontext
V prípade aonymnej súťaže, overovateľ súťažných návrhov skontroluje zachovanie anonymity návrhov pred hodnotiacim zasadnutím poroty. V prípade porušenia anonymity môže byť takýto súťažný návrh vylúčený z hodnotenia porotou.
anonymity (EN)
Definition
The term anonymity refers to a state where the identity of the competition participant and the authors of the competition entry is hidden and intentionally concealed. Whether it is an anonymous competition is stated in the competition terms and conditions.The competition terms and conditions also specify the measures that the participant must follow in order to maintain the anonymity of the proposals when they are evaluated by the jury.
Description of the practical application / context
In the case of an anonymous competition, the verifier of the competition entries will check the preservation of the anonymity of the entries before the evaluation session of the jury. In the event of a violation of anonymity, such a competition proposal may be excluded from the evaluation by the jury.
architektonická súťaž
Definícia
Architektonická súťaž je najtransparentnejší a najefektívnejší proces výberu najlepšieho riešenia pre výstavbu či obnovu (budovy, verejného priestoru, urbanizmus) na základe kvality, nie ceny. V užšom slova zmysle sa jedná o druh súťaže návrhov, v ktorom sa hľadá najlepšie riešenie architektonického charakteru (napríklad návrh budovy).

An architectural competition is the most transparent and efficient process of selecting the best solution for construction or renovation (buildings, public spaces, urban planning) based on quality, not price. In a narrow sense, it is a type of design competition in which the best architectural solution (for example, a desig proposal for a building) is sought.

Autorom diela je podľa Zákona č. 185/2015 Z. z. (Autorský zákon) fyzická osoba, ktorá dielo vytvorila vlastnou tvorivou duševnou činnosťou.

Description of the practical application / context
Along with submitting the competition entry, the competition participant also submits a list of authors who participated in the creation of the competition entry (the identification envelope).

Definícia
Dielo, ktoré predstavuje, či už samo alebo v spojení s iným dielom, návrh, je predmetom autorskoprávnej ochrany. Cena, odmena ani režijná odmena vyplatená v súťaži neobsahuje odmenu za súhlas (licenciu) na použitie diela inak, než na účely súťaže.

A work that constitutes, either alone or in combination with another work, a design entry is subject to copyright protection. The prize, reward or overhead paid in the competition does not include remuneration for permission (license) to use the work other than for the purposes of the competition.

dôvody vyradenia súťažného návrhu
Definícia
Charakteristiky alebo okolnosti návrhu, ktoré vedú k jeho vylúčeniu zo súťaže. Je potrebné rozlišovať medzi povinnými dôvodmi (napr. neskoré predloženie, porušenie anonymity) a dôvodmi vyplývajúcimi z nedodržania zadania súťaže.
reasons for elimination (EN)
Definition
Features or circumstances of the proposal that lead to its elimination from the competition. A distinction must be made between mandatory reasons (e.g. late submission, breach of anonymity) and reasons arising from non-compliance with the competition parameters.
duševná práca
Definícia
Duševná práca je práca, pri ktorej sa najmä využíva činnosť mysle. Zahŕňa procesy ako myslenie, kreativita, vnímanie, pozornosť a riešenie problémov. Vyžaduje si vysokú kvalifikáciu. Výsledok tejto činnosti môže vytvárať právo duševného vlastníctva.

Definition
Intellectual services are services which rely mainly on activities of the mind. It includes processes such as thinking, creativity, perception, attention, and problem solving. It requires a high-level qualification and it can generate intellectual property rights.
dvoj- a viacetapové súťaže
Definícia
Dvoj- a viacetapové súťaže sú súťaže, v ktorých porota hodnotí návrhy, ktoré vybrala v predchádzajúcej etape spravidla dopracované po doplnení alebo po spresnení predmetu súťaže a požiadaviek na návrh (vo finálnej etape musia byť na predloženie návrhu vyzvaní najmenej traja účastníci).
multi-stage (EN)
Definition
Two- and multi-stage competitions are competitions, in which the jury evaluates the proposals that it selected in the previous stage, usually after completing or specifying the subject of the competition and the requirements for the proposal (in the final stage, at least three participants must be invited to submit a proposal).
ekonomická realizovateľnosť / hospodárnosť
Definícia
Jednou z čiastkových požiadaviek a kritérií hodnotenia súťažných návrhov v súťaži návrhov môže byť ekonomická realizovateľnosť návrhu alebo hospodárnosť použitých verejných prostriedkov (napríklad hospodárnosť budúcej prevádzky).

One of the partial requirements and criteria for evaluating competition entries in a design competition may be the economic feasibility of the proposal or the economy of the public funds used (for example, the economy of future operation).

Definícia
V širšom zmysle akákoľvek výmena informácií v elektronickej forme v prebiehajúcom procese architektonickej súťaže. V konkrétnom zmysle sa elektronická komunikácia podľa Zákona o verejnom obstarávaní uskutočňuje prevažne alebo výlučne prostredníctvom elektronického nástroja verejného obstarávateľa.

In a broader sense, any exchange of information in electronic form in the ongoing process of architectural competition. In a specific sense, electronic communication takes place under the Public Procurement Act mainly or exclusively through the contracting authority’s electronic tool.

Jedna z charakteristík druhov súťaží. Podľa počtu etáp predkladania a hodnotenia návrhov sú súťaže: jednoetapové, v ktorých porota hodnotí všetky návrhy, ktoré splnili požiadavky podľa súťažných podmienok; dvoj- a viacetapové, v ktorých porota hodnotí návrhy, ktoré vybrala v predchádzajúcej etape spravidla dopracované po doplnení alebo po spresnení predmetu súťaže a požiadaviek na návrh (vo finálnej etape musia byť na predloženie návrhu vyzvaní najmenej traja účastníci).

Definition
One of the characteristics of the types of competitions. Depending on the number of stages, competitions are: single-stage, in which the jury evaluates all proposals that have met the requirements according to the competition conditions; two- and multi-stage, in which the jury evaluates the proposals that it selected in the previous stage, usually after completing or specifying the subject of the competition and the requirements for the proposal (in the final stage, at least three participants must be invited to submit a proposal).

Definícia
Porota môže na odborné posúdenie špecifickej oblasti hodnotenia návrhov prizvať experta poroty. Expert poroty sa zúčastňuje rokovania poroty s poradným hlasom a svoje stanovisko má právo písomne uviesť do zápisnice. Ak je to potrebné, expert poroty vypracuje odborné posúdenie na každý predložený návrh pred hodnotiacim zasadnutím poroty.
experts advisory (EN)
Definition
The jury may invite an expert or experts to provide expert assessment of a specific area of the evaluation of proposals. The expert advisory participates in the deliberations of the jury in an advisory capacity and has the right to record his/her opinion in writing in the report. If necessary, the jury experts advisory shall prepare an expert assessment of each submitted entry before the jury evaluation session.

Definícia
Finančné náklady na architektonickú súťaž zahŕňajú náklady na prípravu súťažných podkladov a dokumentov, organizáciu a administráciu, odmeňovanie porotcov a expertov a samozrejme sumu určenú na ceny a odmeny udelené účastníkom.

costs of proceedings (EN)
Definition
The costs of proceedings of the architectural competition include the costs of preparing competition materials and documents, organization and administration, remuneration of judges and experts, and of course the amount designated for prizes and rewards awarded to participants.
Description of the practical application / context
The total costs depend on the specific requirements of the procurer, the proportion of internally and externally procured services, the given type and chosen format of the competition.
generálny projektant
Definícia
Generálny projektant je v zmysle novej stavebnej legislatívy (platnej od roku 2025) kľúčovým účastníkom výstavby, ktorý zodpovedá stavebníkovi za komplexnosť, úplnosť a použiteľnosť projektovej dokumentácie.
general planner (EN)
Definition
According to the new construction legislation (valid from 2025), the general designer is a key participant in the construction process, responsible to the builder for the complexity, completeness and usability of the project documentation.
Hlasovacie kvórum
Definícia
Kvórum je číselný údaj počtu hlasujúcich členov poroty. Toto číslo je vždy uvedené v súťažných podmienkach.
Quorum (EN)
Definition
The quorum is the numerical value of the number of voting members of the jury. This number is always stated in the competition terms and conditions.
hlasovanie
Definícia
Hlasovanie je formálny proces, pri ktorom členovia poroty odovzdávajú svoj hlas za účelom vyjadrenia názoru, rozhodnutia o návrhu, alebo stanovenia poradia medzi návrhmi. Presný spôsob hlasovania je vopred určený pred hlasovaním.

Definition
Voting is a formal process in which jury members cast their votes to express an opinion, decide on a proposal, or determine the order of competition entries. The exact voting method is determined in advance before the vote.
hodnotenie návrhov
Definícia
Analýza a hodnotenie súťažných návrhov porotou. Hodnotenie je založené na hodnotiacich kritériách stanovených porotou v súťažných podmienkach. Hodnotenie poroty je subjektívne, s cieľom vybrať najvhodnejšie riešenie pre verejného obstarávateľa.

Definition
Analysis and evaluation of competition proposals by the jury. The evaluation is based on the evaluation criteria set by the jury in the competition conditions. The evaluation of the jury is subjective, with the aim of choosing the most suitable solution for the contracting authority.
hospodársky subjekt
Definícia
Hospodársky subjekt je podľa zákona o verejnom obstarávaní fyzická osoba, právnická osoba alebo ich skupina, ktorá na trhu dodáva tovar, uskutočňuje stavebné práce alebo poskytuje služby. Ide o podnikateľov, ktorí sa uchádzajú o verejné zákazky a môžu byť zapísaní v zozname hospodárskych subjektov vedenom ÚVO.

Definition
According to the Public Procurement Act, an economic entity is a natural person, legal entity or group thereof that supplies goods, carries out construction work or provides services on the market. These are entrepreneurs who bid for public contracts and may be registered in the list of economic entities maintained by the Office for Public Procurement.

Conflicts of interest (EN)
Definition
Eventual conflicts of interest between client and competitors or jury members and competitors must be recognized at the beginning of the procedure, declared and in any case avoided.
Description of the practical application / context
Unless otherwise provided by a special regulation, a person who may influence the course or outcome of the competition in favor of that participant may not participate in a specific competition, in particular, a person who: a) participated in the preparation of the assignment of this competition, was the processor of the competition conditions, or approved them on behalf of the promoter, or will participate in the approval of the competition results or negotiations on the award of the contract, b) is a member or substitute of the jury, its auxiliary body or jury expert, c) verified the competition conditions for the Chamber, d) is, at the time of the announcement of the competition, a close person, a person in an employment relationship, in a similar employment relationship or other employment relationship with the person referred to in letters a) to c), or a partner, member of the statutory body or member of the supervisory body of the person referred to in letter a). In the case of an anonymous competition, the participant is responsible for complying with the requirements, as the participant knows the identity of the persons involved in organizing the competition, but these persons (with the exception of the auxiliary bodies of the jury) do not know the identity of the participants.

Landscape architecture competition is a type of design competition, the aim of which is to find the best solution for a public space, park, landscape feature or urbanized area with an emphasis of the natural and outdoor environment.

Definition
The quality of the design (or complex design quality) is an evaluation criterion in design competitions. This term most often includes the quality of the architectural/urban/landscape (or further specified) design solution in relation to the assignment.
lehota na podanie otázok
Definícia
V prípade potreby vysvetliť alebo objasniť údaje uvedené v súťažných podmienkach a ich prílohách môže účastník požiadať o ich vysvetlenie. Tieto otázky môžu písomne podávať účastníci súťaže spôsobom, aký je špecifikovaný v súťažných podmienkach. Pre podanie otázok môže byť stanovená lehota. Odpovede na otázky nesmú meniť záväzné ustanovenia súťažných podmienok.

Definition
If necessary, the participant may request an explanation of the data provided in the competition terms and conditions and their annexes. These questions may be submitted in writing by the competition participants in the manner specified in the competition terms and conditions. A deadline may be set for submitting questions. Answers to questions must not change the binding provisions of the competition conditions.

Definition
Participation deadline is the deadline for submitting the competition entry.
licenčná zmluva
Definícia
Cena, odmena ani režijná odmena vyplatená v súťaži neobsahuje odmenu za súhlas (licenciu) na použitie diela inak, než na účely súťaže. Udelenie súhlasu účastníka vyhlasovateľovi na použitie diela, ktoré predstavuje alebo je obsiahnuté v návrhu, je predmetom samostatnej Licenčnej zmluvy podľa osobitných predpisov.
Compensation for the purchase of copyright (EN)
Definition
The prize, reward or overhead paid in the competition does not include remuneration for permission (license) to use the work other than for the purposes of the competition. The participant's granting of consent to the client for the use of the work represented or contained in the competition entry is subject to a separate License Agreement pursuant to special regulations.

Definícia
Medzinárodná súťaž je súťaž, ktorá je otvorená pre architektov, krajiných architektov a urbanistov, ktorí sú rôznych národností a pôsobia v rôznych krajinách. Takúto súťaž môže hodnotiť porota zložená tiež z členov rôznych národností.

Definition
An international competition is a design competition that is open to architects, landscape architects and urban planners of different nationalities and operating in different countries. Such a competition may be judged by a jury also composed of members of different nationalities.

Usually, the communication of such a competition is bilingual (in English and Slovak).

náhradní členovia poroty
Definícia
Počet náhradníkov má byť úmerný počtu členov, spravidla jeden na troch členov. Na zasadnutiach poroty sa zúčastňujú všetci členovia a všetci náhradníci. Pri hlasovaní majú náhradníci poradný hlas. Ak je neprítomný člen poroty, stáva sa náhradník členom s plnohodnotným hlasom. Člena poroty nezávislého na vyhlasovateľovi a člena poroty s požadovanou kvalifikáciou môže nahradiť len náhradník spĺňajúci uvedené kritériá.

Definition
The number of alternate jury members should be proportional to the number of members, generally one for every three members. All members and all alternate members shall participate in the jury meetings; alternates shall have an advisory vote in evaluating. If a member is absent, the alternate becomes a member with full voting rights. A jury member independent of the client and a jury member with the required qualifications may only be replaced by an alternate meeting the above criteria.

Definícia
Pre hospodársku súťaž znamená nediskriminácia otvorený a bezbariérový prístup k jednotlivým postupom. Pravidlá a podmienky musia byť pre všetkých súťažiacich rovnaké. Vo všetkých fázach súťaže musí byť zabezpečené rovnaké zaobchádzanie so všetkými súťažiacimi. Všetkým súťažiacim musia byť poskytnuté rovnaké informácie súčasne počas celého súťažného procesu. Definition
For competition, non-discrimination means open, barrier-free access to individual procedures. Regulations and conditions must be identical for all competitors. Equal treatment of all competitors must be ensured in all phases of a competition. The same information must be provided to all competitors at the same time during the competition process. Individual exchange of information between competitors and jury members or the client is strictly prohibited.

Definícia
Pod pojmom nezávislosť sa chápe vzťah člena/členky poroty vo vzťahu k vyhlasovateľovi súťaže (obstarávateľovi). Nezávislosť člena/členky poroty má zabezpečiť nezávislosť odborného hodnotenia voči záujmom obstarávateľa. Porotca/porotkyňa sa tak rozhoduje slobodne na základe vlastnej expertízy a odborných skúseností.

Nezávislý/á porotca/porotkyňa na vyhlasovateľovi je taký/á porotca/porotkyňa, ktorý/á nie je s vyhlasovateľom v zamestnaneckom, služobnom ani podobnom pomere, nie je členom/členkou orgánu vyhlasovateľa, a to ani poradného, nepôsobí vo vyhlasovateľovi nadriadenom ani podriadenom orgáne a nie je v ďalšom konflikte záujmov.

Podľa Súťažného poriadku SKA Osoby nezávislé na vyhlasovateľovi musia tvoriť viac ako polovicu členov poroty.
independence (EN)
Definition
The term independence refers to the relationship of a jury member to the competition organizer (contracting authority). The independence of the jury member is to ensure the independence of the professional assessment and evaluation from the interests of the contracting authority. The juror thus makes decisions freely based on his/her own expertise and professional experience.

Úlohou Slovenskej komory architektov je overovanie súťažných podmienok v súlade so Súťažným poriadkom Slovenskej komory architektov. The task of the Slovak Chamber of Architects is to verify the competition terms and conditions in accordance with the Competition Rules of the Slovak Chamber of Architects (Súťažný poriadok SKA or SP SKA). Verification is a tool to ensure a fair and transparent course of the competition towards all parties involved. In addition to the competition terms and conditions, competition annexes (brief and other materials) are also submitted for verification, the content of which is the subject of recommendations. The ADC that complies with the SP SKA is “verified”. A specific number of verification is issued for the ADC and must be entered into the final brief. Although this process is not legally required, it is preferred by the organizing entities as well as architects and expert juries. The Chamber also recommends its members participate only in verified competitions. Many years of practice have shown that verified competitions are set up more honestly towards competition participants and therefore provide greater guarantees for participants than unverified ones.

In a preliminary phase it is important to clarify the needs, define the program and necessary space as well as evaluating a realistic financial framework. The feasibility study as a clarification of fundamental aspects helps the promoter in taking basic decisions. The competition administrator is a person who ensures the formal correctness of the competition and knows and has experience with the competition rules and procedures. The administrator convenes meetings, coordinates the competition phase during which questions are asked and answers are prepared, assists the president in conducting meetings, writes minutes of meetings, reminds the jury in the event of procedural irregularities, coordinates and manages the writing of the final report and notice of results. The competition administrator does not evaluate the competition entries and does not have the right to vote. He/She is appointed by the competition organizer or client. Súťažný dialóg alebo workshop je súťaž vyhlásená podľa §74–77 ZVO. Pri vyhlásení súťaže sú verejne publikované podmienky, podklady a zadanie, účastníci predkladajú zloženie svojich autorských tímov a svoje predchádzajúce referencie. Na základe posúdenia porotou sú do dialógu následne pozvaní minimálne traja účastníci. Tí následne pripravujú návrhy, ktoré sa ešte v priebehu spracovania minimálne raz individuálne konzultujú s porotou. Po posúdení konečných návrhov určí porota poradie. When announcing the competition, the conditions, documents and assignment are publicly published, participants submit the composition of their author teams and their previous references. Whether it is an anonymous competition is stated in the competition terms and conditions.The competition terms and conditions also specify the measures that the participant must follow in order to maintain the anonymity of the proposals when they are evaluated by the jury.

In the case of an anonymous competition, the verifier of the competition entries will check the preservation of the anonymity of the entries before the evaluation session of the jury. Conflicts of interest (EN)
Definition
Eventual conflicts of interest between client and competitors or jury members and competitors must be recognized at the beginning of the procedure, declared and in any case avoided.
Description of the practical application / context
Unless otherwise provided by a special regulation, a person who may influence the course or outcome of the competition in favor of that participant may not participate in a specific competition, in particular, a person who: a) participated in the preparation of the assignment of this competition, was the processor of the competition conditions, or approved them on behalf of the promoter, or will participate in the approval of the competition results or negotiations on the award of the contract, b) is a member or substitute of the jury, its auxiliary body or jury expert, c) verified the competition conditions for the Chamber, d) is, at the time of the announcement of the competition, a close person, a person in an employment relationship, in a similar employment relationship or other employment relationship with the person referred to in letters a) to c), or a partner, member of the statutory body or member of the supervisory body of the person referred to in letter a). In the case of an anonymous competition, the participant is responsible for complying with the requirements, as the participant knows the identity of the persons involved in organizing the competition, but these persons (with the exception of the auxiliary bodies of the jury) do not know the identity of the participants.

Definícia
Počet náhradníkov má byť úmerný počtu členov, spravidla jeden na troch členov. Na zasadnutiach poroty sa zúčastňujú všetci členovia a všetci náhradníci. Pri hlasovaní majú náhradníci poradný hlas. Ak je neprítomný člen poroty, stáva sa náhradník členom s plnohodnotným hlasom. Člena poroty nezávislého na vyhlasovateľovi a člena poroty s požadovanou kvalifikáciou môže nahradiť len náhradník spĺňajúci uvedené kritériá.

Definition
The number of alternate jury members should be proportional to the number of members, generally one for every three members. All members and all alternate members shall participate in the jury meetings; alternates shall have an advisory vote in evaluating. If a member is absent, the alternate becomes a member with full voting rights. A jury member independent of the client and a jury member with the required qualifications may only be replaced by an alternate meeting the above criteria.

Pre hospodársku súťaž znamená nediskriminácia otvorený a bezbariérový prístup k jednotlivým postupom. Pravidlá a podmienky musia byť pre všetkých súťažiacich rovnaké. For competition, non-discrimination means open, barrier-free access to individual procedures. Regulations and conditions must be identical for all competitors. Definition
The term independence refers to the relationship of a jury member to the competition organizer (contracting authority). The independence of the jury member is to ensure the independence of the professional assessment and evaluation from the interests of the contracting authority. The juror thus makes decisions freely based on his/her own expertise and professional experience.
Description of the practical application / context
An independent jury member of the contracting authority is a jury member who is not in an employment, service or similar relationship with the contracting authority; is not a member of the contracting authority's body, including an advisory one; does not work in a superior or subordinate body of the contracting authority and is not in any other conflict of interest.

In accordance with the Chamber's Competition Regulations, persons independent of the contracting authority must constitute more than half of the members of the jury.

Úlohou Slovenskej komory architektov je overovanie súťažných podmienok v súlade so Súťažným poriadkom Slovenskej komory architektov. Overenie je nástrojom ako zabezpečiť korektný a transparentný priebeh súťaže voči všetkým zúčastneným stranám. Okrem súťažných podmienok sa k overeniu predkladajú aj súťažné prílohy (zadanie a súťažné pomôcky), ktorých obsah je predmetom odporúčaní. Súťaž, ktorá je v súlade so SP SKA, sa nazýva „overená“. Overenej súťaži je pridelené špecifické číslo, ktoré musí byť uvedené v finálnom znení súťažných podmienok. Hoci tento proces nie je zo zákona povinný, uprednostňujú ho organizátori, ako aj architekti a odborné poroty. Komora tiež odporúča svojim členom, aby sa zúčastňovali iba overených súťaží. Dlhoročná prax ukázala, že overené súťaže sú nastavené čestnejšie voči účastníkom súťaží a poskytujú teda väčšiu garanciu pre účastníkov ako tie neoverené.

Definition
The task of the Slovak Chamber of Architects is to verify the competition terms and conditions in accordance with the Competition Rules of the Slovak Chamber of Architects (Súťažný poriadok SKA or SP SKA). Verification is a tool to ensure a fair and transparent course of the competition towards all parties involved. In addition to the competition terms and conditions, competition annexes (brief and other materials) are also submitted for verification, the content of which is the subject of recommendations. The ADC that complies with the SP SKA is “verified”. A specific number of verification is issued for the ADC and must be entered into the final brief. Although this process is not legally required, it is preferred by the organizing entities as well as architects and expert juries. The Chamber also recommends its members participate only in verified competitions. Many years of practice have shown that verified competitions are set up more honestly towards competition participants and therefore provide greater guarantees for participants than unverified ones.

Before launching a procurement procedure, the contracting authority / the promoter should clarify and examine the various parameters for the possible realisation of the intended project. In a preliminary phase it is important to clarify the needs, define the program and necessary space as well as evaluating a realistic financial framework. For this purpose the contracting authority should appoint independent professionals to establish the feasibility of the intended project. The feasibility study as a clarification of fundamental aspects helps the promoter in taking basic decisions. It is not an obligation, but a highly recommended step for the organiser of a competition and a proof of responsible handling.

The competition administrator is a person who ensures the formal correctness of the competition and knows and has experience with the competition rules and procedures. The administrator convenes meetings, coordinates the competition phase during which questions are asked and answers are prepared, assists the president in conducting meetings, writes minutes of meetings, reminds the jury in the event of procedural irregularities, coordinates and manages the writing of the final report and notice of results. The competition administrator does not evaluate the competition entries and does not have the right to vote. He/She is appointed by the competition organizer or client. The administrator is one of the auxiliary bodies of the jury.

The Slovak Chamber of Architects (SKA) is a self-governing professional legal entity of non-commercial nature with its registered office in Bratislava, Slovakia. Súťažný dialóg alebo workshop je súťaž vyhlásená podľa §74–77 ZVO. Pri vyhlásení súťaže sú verejne publikované podmienky, podklady a zadanie, účastníci predkladajú zloženie svojich autorských tímov a svoje predchádzajúce referencie. Na základe posúdenia porotou sú do dialógu následne pozvaní minimálne traja účastníci. Tí následne pripravujú návrhy, ktoré sa ešte v priebehu spracovania minimálne raz individuálne konzultujú s porotou. Po posúdení konečných návrhov určí porota poradie. Následne sa rokuje s účastníkom na najvyššom mieste, v prípade neúspešného rokovania je možné jednať aj s ďalšími účastníkmi podľa poradia. Súťaž je vhodná pre zadania, ktoré sú výnimočne komplikované alebo otvorené (škála možných prístupov k riešeniu je široká) a je preto vhodné riešiť ich cestou postupného spracúvania a konzultovania návrhu. Postup je oproti iným postupom časovo a organizačne náročnejší.

A competition dialogue or workshop is a competition announced pursuant to § 74–77 of the Public Procurement Act. When announcing the competition, the conditions, documents and assignment are publicly published, participants submit the composition of their author teams and their previous references. Based on the jury's assessment, at least three participants are subsequently invited to the dialogue. They then prepare proposals, which are individually consulted with the jury at least once during the processing. After assessing the final proposals, the jury determines the ranking. Subsequently, negotiations are held with the participant in the highest position; in the event of unsuccessful negotiations, negotiations can also be held with other participants in the order in which they are ranked. The dialogue is suitable for assignments that are exceptionally complicated or open-ended (the range of possible approaches to the solution is wide) and it is therefore appropriate to solve them through gradual processing and consultation of the proposal.
